Question question mark in balck square where there should be an apstrophe on website

Hi. On this website: SimpleGuideToWPSMaking < Main < TWiki , apostrophes show up as question marks in black squares, presumably because my Debian Lenny doesn't recognize the character code used for an apostrophe on this website. I have the same problem when I view the html code in Gedit, or copy paste the character to somewhere else. I can type an apostrophe just fine myself.

Which package should I install to solve the problem?
OS's I use: Debian testing, Debian stable, Ubuntu, Windows XP, Windows Vista

Looks like it's a issue with some 'weird' characters. Try installing a Japanese or UTF-8 pack. If that doesn't work, it could be the web document itself (when it was uploaded, PHP/ASP/whatever didn't encode the apostrophes properly).
