1. I want my cpu(AMD64X2) running at it's max ALWAYS!
2. Any kernel, forever.
3. I don't even want to hear "why?".
4. I know how to set it after the fact.
There seems to be no rhyme or reason to reported scaling capabilities, the
capabilities themselves, system power settings or anything related. I'm tired
of "on demand" waiting for my terabyte drives data to get moving because the
