Well... you posted in the debian forum, so naturally you should not expect completely unbiased responses.

In all honesty any distro should be able to do what you want quite easily. With default permissions a user cannot do anything to harm the system, including installing/removing programs or accessing files outside their own userspace. They will be able to run the installed programs, browse the web - that's about it.

    Hello and welcome!

In my opinion, ease of administration depends more on the user that it does the distribution. Some users like everything automated as much as possible, while others like to do everything manually. That said, Debian might be a good place to start, especially you since you posted in the Debian forum. Otherwise, any of the top 5 or 6 distros listed in the page hits ranking chart at DistroWatch.com might work well enough for you. If you'll check the link in my signature, you can find a couple of quizzes there that might help you in picking a disto to start out with.

Good luck to you with your project.

    Mepis

Why not use Debian - my choice would be Mepis 11
but leave "Enable Desktop Effects" OFF
and lock Widgets on the Kicker Bar [ TaskBar ]
Interesting I found the Ladies seem to like it a lot

If your users just need Internet access, the latest stable Debian should work great. Configure the system to automatically install security updates, install the plug-ins that you users need (hopefully none), and expect a very stable system for many years to come. I have also been very happy with the LTS versions of Ubuntu, and again I encourage you to configure the system to automatically install security updates.

If you will be supporting a large number of users, and if they only need Internet access, you may wish to configure a network bootable read-only distribution like Puppy Linux.
