Can't install kde-devel package with synaptic

I appologize for the length of the message, but imagine how frustrated am right now in order to bother writting it all out....I'dd appreciate if you'dd read on.
I've been struggling with this problem for a couple of weeks now and I though I might be able to get some help on this forum. This is the situation: I am currently using MEPIS linux which is a debian based distro. I have previously tried to get help from MEPIS forum with surprisingly no real good advice. Below is my post on that forum which exactly explains my problem:
" I installed Mepis few days ago and I am impressed. I tried installing superkaramba with LiquidWeather theme but I was having a problem. After a bit of snooping I realized that I needed kde-devel package in ordrer for it to work. So naturally I used "apt-get install kde-devel" to try and install this missing packagae. To my surprise I was getting "unmet dependencies" error message. It seems that my out of the box sources.list file does not contain repositories where all the packages are. This itself is very strange because kde-devel is needed by at least few applications I always install. I tried googling for "debian sources.list" or "debian repositores" to try to figure out which repositories I was missing but I couldnt find anyting. Finally I did a package search on debian website. I managed to find kde-devel_all package. That is, kde-devel with all its dependencies which is exactly what I was looking for. However when I tried to install this .deb package with Kpackage I WAS STILL GETTING A MESSAGEE PKG A REQUIRED BUT NOT INSTALLED, PKG B REQ. BUT NOT INSTALLED. Wasn't that .deb package supposed to have all those dependcies resolved? Anyways, that was the last straw. So now I am here asking for help. How do I install kde-devel and why for god's sake does my sources.list file doesn't already have this URL out of the box?

I'dd really appreciate if you can tell me what's going on here and why I can't download kde-devel.

the problem may be because Mepis is based on Debian. There are debian packages that will break Mepis, just because Mepis is a little different. (when I used Mepis, I broke it several times this way). This can lead to a lot of problems.
