Please try running Knoppix as Live Linux system, either via CD, DVD or installed as Live Linux from an USB thumbdrive.

Knoppix is known to be the Linux with the best hardware support, and was created by engineer Mr. Knopper for that very purpose: to be able to check hardware and software issues on any PC,regardless which OS is installed.

Please look up the variants of how to boot Knoppix and choose one which gives you most info during startup and boot.

Hopefully Knoppix by itself gives you some info what's causing the problem...
    Cheers!

I would do a hardware reset, shut down and remove battery for a few minutes.

Since he not said if it's a notebook or not... removing the battery for a full reset might do the trick. And when it comes to reset the BIOS, what I saw and read about over the years, it seems that differs quite a lot from notebook manufacturer to different notebook manufacturer, so he has to look up how to do so on his machine...

Why Kali? It is not an easy system and it's meant for "experts". Personally, I'd boot a "mainstream" live system and see if you still have issues...

I did run a live system and still couldn't get it to work

Which live system? Some are better at hardware than others...
