I've been thinking about giving kubuntu a go. One question, I'm assuming kubunutu uses apt-get, does apt-get work like URPMI?

Yep. it's the same idea.
you can use apt-get from the CLI or use a graphical front-end like synaptic (Kubuntu comes with kynaptic which is not quite as good as synaptic).

Which is better, to install kubuntu and then gnome (for Firefox and The Gimp), or install Ubuntu and the KDE?

Well, I installed ubuntu and then installed KDE after. Mind you, I mainly use gnome so I just wanted kde for choice--I like working in both,
But, if you don't really care about Gnome, you can just install the gnome packages you want and the dependencies rather than the entire gnome desktop.
