    Not that Im aware of only with root access.

    Not that Im aware of only with root access.
    root has to be involved whether it be to add a user to a group, or to put a group password on a group (password could be given to the other user)

    If your distro supports acl(s) it may be possible to give individual files or directory access to select individuals or groups.

    The man pages would be setfacl and getfacl though there are a limited number of filesystems it works with.
