are you sure it is called ubuntu stage 1.5?
the grub problem like that may happen because grub is not installed properly. Try booting from your Ubuntu CD's and performing a repair install of sorts.Life is complex, it has a real part and an imaginary part.

Well it doesn't sound like grub has a problem if you are able to boot up to an OS.
And I wouldn't think that it is because of your system specs. It hasn't tried to do anything yet, it's just giving you time to make a choice between the selection of avalible options that grub is displaying for you.
It sounds like to me that the time out for grub is set to 30 seconds. You can modify this by editing /boot/grub/menu.lst and changing the value in the timeout section at the top of the file.
The section that you want to edit looks like this
"
## timeout sec
# Set a timeout, in SEC seconds, before automatically booting the default entry
# (normally the first entry defined).
timeout 3
"
Change the number 3 (or in your case I would expect this to be 30) to what ever you want. I personally wouldn't go much lower. Give yourself a chance to select something if you ever need to.
Now I know you next question is going to be "how do I edit this file in Debian/Linux?". Look at the faq's here on the forums or do some google searchs. I would search for "editing files in linux" or something like that.
One tip that I will give you is that you will need to be "root" to edit this file.

Thank you for your advice I changed some of other things that I want, but timeout in this part is the time for choosing one of operating systems installed on my PC.My problem is before this menu begin I have Messages Grub loading Stage 1.5 and Grub loading Please Wait which takes more time and also with the code gkudo nautilus for getting permission to edit files I couldn't edit some files.
