Only the First DVD is needed to do the install.. I would only download this if you intend to install Debian on a machine that does not have broaband access.

quite honeslty if you have broadband access I would download the 100MB Debian netinstall.iso and allow it to fetch packages as needed to complete the install. there are several advantages to this approach.

Smaller download. with the 100 MB iso, and only the necessary packages for install your total download time will be less than is needed for the DVD.iso

Upon completion of install with the netinstall iso, all your packages will be up to date because the netinstall.iso will download all the latest versions duiring install , instead of making you update them afterwards..

the 2nd dvd is just a lot of extra packages that are downloadable. most people for basic use don't need very many of those. as stated before if you have broadband it's much easier to get the net install cd and just pick the packages you want.
