Does anyone out there know of a GUI based program that will set up a local repository to update programs when there is not an internet connection availabe?

I have installed XUBUNTU on an old Dell Latitude laptop, and it will not configure the pcmcia network card, and I cannot load any network tools due to not having a network connection on that machine. I did search for the programs that I need from different repositories, and copied them to a zip drive, then transferd them to the Latitude, but now I am stuck.

All of the command line instructions that I have found are a little beyond my time frame as far as doing this in a reasonable amount of time, as I am not real proficent with that aspect yet. I was looking at apt-zip for doing it, but it was not a GUI based package.
