It looks like Visibility.

visibility - Trac

You might also want to look at tint and pypanel.

It's not really a guess. I'm fairly certain it's Visibility.

But you're right, pypanel seems to be becoming the panel du jour for Openbox users. I still like visibility, though.

Since the website abandoned it... And Gentoos Portage doesnt have it.

Well, somebody is still maintaining the package for Arch users in the Arch User Repository. You can get the source here. It has dependencies: libpng, libsigc++2.0 and libxft.

I cant find anything like a source in there.

Woops. That is for Arch. I didn't bother checking it because I thought it was the source. Maybe you can build it yourself with the source code from here.
