After looking and seaching through the forum I can't find the answers to my questions:
1) How do I change icon set?
I've downloaded a new set from gnome-look.org, but can't figure out how to install it...
2) How do I change the size of the desktop icons?

Preferences / Themes
then Theme details then click on the Icon tab
You effectively make a Custom Theme.

I tried this and it ignored my icon switch. In fact, the title bars of nautilus were the only things that changed with the custom theme.

Are you sure that was an icon theme? Gnome theming has three parts to it: The GTK2 themes, which affect what buttons and such look like; The window manager themes for Metacity (the default window manager for Gnome); and the icon set.
Make sure you switched the icon set and not just the metacity theme (which is what affected the titlebars in nautilus).Emotions are the key to the soul.
