no pop up menu when exiting fvwm (x windows)

Hi,
I am using version 4.1 red hat linux. When I try to terminate
using the mouse the pop up menu does not appear. The mouse happily deletes the opening two xterms, but when I click in the background (root menu) it does not register and the pop up menu does not appear. The mouse was working fine, and only recently,
does not register in the background for the pop up menu to appear. Any help would be gratefully received.
