Perhaps the best place to go for themes is http://themes.kde.org since they usually have instructions on-screen for the installation procedure. Most new themes for KDE 3.* are installed as follows
where you'll do make install as root. You should then be able to open up the KDE control centre and select the new theme although, bizarrely, you'll probably need to look under "Window Decorations" rather than the "Themes" tab.Code:./configure && make && make install
What particular themes are you trying to install, and how are you trying to install them?

Some themes require most installing that that, and if they do check the readme for the file (if it came with one) try kde-look.org too. nice themes and they give instructions on how to install them.

When you want to change to the themes, you have to go to Control Center->Appearance & Themes->Themes to set them to be active.
