    how do install:
    - icon themes
    - X11 mouse themes
    - GTK 2.x themes
    - and splash screens
    with XFCE?

    Check the documentation. Some of the things you're asking about are documented.

    If your questions aren't answered there, it's probably not possible in Xfce.

    nothing i had listed was there!

    i know it is possible as i have gone onto the xfce-look.org site and downloaded things for xfce.

    I've done some of the things you mentioned in xfce, I don't remember it anymore, but I found out how to configure them at the xfce forum (I think it's forum.xfce.org, if not, google it up). You should find all of this mentioned there, as well as tons of other stuff.
