if the theme package is an archive file .. (like .tar.gz etc)
then extract it in the directory :
/usr/share/themes/ (as root)
then go to your Preferences > Theme and u'll see the new one is being shown .. select .. and start using it ..WARNING!!! Don\'t try the following :

You can as well install to your home directory. Simply create ~/.themes directory and extract you theme dirs there (you want theme directories there, not contents of these directories). A problem is that you might need some theme engines installed to have themes displaying correctly. In that case you'll have to find out what engine a theme requires and install it.

Another way is to open the theme changer, drag the theme from the file browser into the theme window, drop it there, click "install theme" in the dialog box which appears, restart the theme changer and... voila.
