its not really like distrowatch but freshmeat has a categorized section for xwms, included with applets, themes, and screenshots...

Not sure, but I think the link posted by budman is about as close to a "distrowatch" type site as you'll find for window managers and desktop environments. If there's something better, I'd like to know about it, too.
