I downloaded, and extracted the theme files and have them in my Docs folder now... What I can't figure out ...

install KDE theme
I'm sorry if there is already a topic on this...
I downloaded, and extracted the theme files and have them in my Docs folder now... What I can't figure out is where do I move them to?

You usually install them like any other program, ./configure && make then as root make install.

if this is an ICEWM theme you go to the 'window decoration' options in the control center and select ICEWM, then you click the 'configure icewm' tab, then i think you click the label that says something like "open ICEWM directory...." and copy the extracted folder (with the theme inside it) there. the theme should appear on the ICEWM themes list then
