How could i configurate my X server so that the numpad works same as in Windows.

i.e:

Numlock is off, Shift+4 is pressed --> the the '4' is comming.

But i want that when numlock is off, always the cursor keys are active,
for all states of the shift key. i.e.: Shift+4 should moves the text cursor
one step left and marke the text.

Knows any one a solution for this problem ?
