I have Red Hat with KDE.
At the login it asks you for the password as well as which display manager I want to use.
How would I add fvwm to that list. Which config files govern start up of KDE in general?

I dont really understand what you want to do...? Dow you want to add something to the KDE menus???
Install fvwm and than create an .xsession file in your directory. Set this to executable
Enter the following in the file
When you click default on the session menu it should open fvwm.Code:& xterm
exec /path/to/fvwm
There is a way to make it appear as fvwm but I don't have access to linux right now so I cannot look it up.
