What about ibox or whatever it's called? I think it's integrated to e16 (and module in e17).
I can't seem to find this "ibox" in Enlightenment.
It's named ibox in e17, can't remember the name in e16... It's generally a small box, sitting in a corner with icons for different minimized apps.

The iconbox just has an icon of an already running program.
What I need is a Taskbar which I can launch programs from.
Oh, I thought you meant a taskbar = switching between running apps. What you meant is what I call a "dock" :P

You can also use superkaramba, gdesklets or the imlib2 based adesklets.
It's also fully possible to use idesk to configure something similar...
Have you checked out engage? I use e16, but without any taskbar or anything, I've gotten used to running everything from the menu. Elive, the enlightenment live cd uses engage I believe, and it looks pretty cool.
