Can anything be done to refine the restriction on new members posting threads containing URL's?
I understand why the restriction exists, but I wanted to share a neat script I made and because it has wget features in it, I can't post it even if it is contained in a code block.

Can new members attach text files?

I was fairly sure you could post anything that was inside of code tags, because it is all converted to plaintext anyway.

This issue has been discussed in depth in the Admin Forum on several occasions, and it's unlikely that the 15-posts requirement for posting URLs will be lowered. However, other refinements or plugin options are not out the question.
Edit: one thing that you can do already is add an attachment to your post with any of the following file types (as long as the file size is not too large):
