rules.php - can't find it :(

just, a little request, if you got a few minutes of time to spare - would it be possible to make a mod_rewrite or a "<?php header('HTTP/1.1 301 Moved Permanently'); ?>" page at the location /rules.php ? (it's easier to remember)
