That blog post was an April Fool's Day joke. The developers don't really care about voice/video that much, so there has been very little work towards it.

After years of being on-again-off-again with video and voice it's about time. Or rather maybe it's too late. Pidgin has been my first choice for years right back to the early Gaim days. I even remember the gaim-vv packages which never really got me too far. Anyhow, it seems most distros/platforms are now swinging the Empathy/Telepathy route - Gnome, Ubuntu, Moblin etc. are all picking them up and they already support limited video/voice. The Pidgin guys have been holding off on this one for years despite cries for it, even Kopete has had it for MSN for a good while. Maybe it's just too little too late.
