i just wanted to know that if i play GTA SA in ubuntu (using wine or something), will it give the same performace, (or some increase in performace?)?. [i found out that its working thru Vine]

Certainly not. Wine adds an additional layer between the program and the operating system.
Debian GNU/Linux -- You know you want it.

using wine will cause any game to run slower, some more than others and some you wont even notice.

true.
Wine only links windows libraries that GTA uses to ones that wine has (or corresponding ones from linux i think), so every system call GTA makes, will have to be simulated by wine, that will then call linux kernel corresponding functions.
So on windows you would have one system call, here you have at least, twice system calls!
