like one that can encode avis and divx/xvid stuff, but also cange the resolution ...

Transcode is what you're looking for, but it's CLI and a bit nasty tto use. There are any number of GUIs for it, but I've yet to find a nice comfortable one that doesn't have 400 dependencies. Plus it's mostly PLF stuff. I'd be interested if anyone has a suggestion for a GUI fo it.
