Red Hat 9 comes with xmms probably installed already, you just need to get the mp3 plugin. If it's not installed it's an easy, take a look here and check out the plugins (or the app)

I'm having the same problem, except on Fedora...
It has the "place holder" for it under the differnet Codecs...
I've managed to get it to playing OGG files, but still can't get the MPG123 to install so xmms will use it....
I couldnt find one specificly for Fedora, so I tried one for Redhat 7.2 since that was all i found on RPMfind...
Also, its not listed on the xmms webpage ?

Google is your friend, I searched for "xmms mp3 plugin" and found -
the plugin here - http://havardk.xmms.org/dist/xmms-1.2.7-rh8-rh9-rpm/
and in a terminal as root in the directory where you downloaded the rpm run the command
rpm -ivh xmms-mp3-1.2.7-21.i386.rpm
