Apache Module help

I've been trying to get ProxyPass to work, with no success. It would appear as though the mod_proxy module is not loading, but it is in the httpd.conf.
First question first: Should mod_proxy show up when I run the command apache2ctl modules?
And below shows the entry in httpd.conf:

Second question: Where should the ProxyPass entry go in the vhost conf file?

Looking forward to getting this to work as I think it will help me get around a workplace firewall policy that only allows port 80 (8080 html gets stripped down to nothing). ProxyPass can allow me to forward on to a second internal server for a specific directory (I think).
