Try adding this to your make.conf:
INPUT_DEVICES="evdev"
also try adding xorg to your USE flags
there is also a great Gentoo guide on setting up X-server in their documentation. I can't post a link because I don't have enough posts to do that yet but if you Google "set up xorg gentoo" it should be the first result. I used it when I set up my GUI and it worked like a charm. (^_^)
