Trouble accessing things outside home directory [SOLVED}

I can however access anything outside the home directory in the command line or using konsole (again as normal user) conditionally. I i give the path e.g. cd /etc/samba or even ls it will go there, however if i do something like "ls /" (without quotes and as normal user), it gives Permission denied.
