Check out the stuff on network connection, basically, you setup adsl with adsl-setup and adsl-start. I've not used these myself (have cable access) but it doesn't look too complicated.

Adsl
It Depends on how you or your isp configure your router.
If you set it to nailed up it will stay on.
Otherwise it will connect when told to do so by clicking the connection icon.
