I haven't heard anything about the project stopped, but seems like they're working for the new version of GIMP Image Editor.
In their home page, it's mentioned that they're working on GIMP 2.8 as the next stable release.

Well, if this is true, they are finally giving up the idiotic concept of flying panels! I couldn't ever get accustomed to those annoying spots over the screen.

I couldn't agree more. I use GIMP all of the time - life wouldn't be the same without it. I love it! But having panels float in front of my image drives me nuts. So here's a vote for docking the tools in the frame of the image. And here's 50 votes for keeping GIMP alive (I'm stuffing the ballot box).

GIMP 2.6.8 was released on December 10, 2009 and the next major release is all set to be version 2.8 as was indicated above, so I don't think it's a dead project by any means. In addition, the devs seem to be active, even as of today, as can be seen by the dates on the discussions within the GIMP Developers Mailing List:
