it's called the GIMP Animation Package (GAP). i remember having to install this as a separate package at some point (maybe it was a while back on a windows machine) but i think GIMP 2.0 and later has GAP as part of it. read this tutorial on GAP: http://www.gimp.org/tutorials/Advanced_Animations/
