Don't use GIFs. They're patented, so everyone should stay away from them (that is also the reason why there aren't any open source GIF encoding programs - who would pay the patent licensing costs?):

Animated Avatars and images in signatures are discouraged on linuxforums.org as they are distracting rather than useful.

No, GIMP can't do GIFs. It can decode GIFs, though. It's only the encoding algorithms that's patented.

There is mng (ie, animated PNG), but alas it's not very supported, yet (I got an extension for MFB (Mozilla Firebird) that allows me to see MNG and JNG(ie, JPG with PNG alpha transperancy - nice images :)).
