power cable failure?
My friend and I are making a computer from scratch, and for some reason, when the IDE cables are not plugged into the CD-ROM/Hard drive, they get power, but the moment we plug the IDE cables, nothing. Sometimes we get a small green light on the CD-ROM, but it never ends up working. What's the problem? Also, how do you fix it?

I know it sounds silly but have you got the IDE cables in the right way? It does sounds strange though as most CD-ROMS will still power up open and close with the cables in incorrectly.
