are there any manuals online or resources on how to design various hardware components (at the logic level), such as flash drives or network devices?

I did a quick Google search of boolean logic gates. There were a lot of hits. You would have to see which one applies, because I'm not sure exactly what your level of knowledge is.

I can be found either 40 miles west of Chicago, in Chicago, or in a galaxy far, far away.
That is what engineering school is for. Give yourself about 4 years and a lot of study and you will be ready to start working at this level. As for manuals and resources, most will be of the textbook nature. However, you might want to check out MIT's web site. They have made a LOT of their courses available online (free) for self-study purposes.
