how to pipe mic input to usb audio device
I have a radio tuner card, working fine under Linux, which outputs an audio signal, via a jack-to-jack cable, to my soundcard. However, I use a USB audio device for playback. Any idea how I can get my USB audio device to play (in effect, monitor) the mic input on my soundcard.

What you most likely need to do is turn the volume up via "alsamixer" for your microphone. Unless you want to go deaf due to feedback, though, don't turn it up all the way.
