Keyboard controller prob?

Hello, I have a frustrating problem when running linux.

When I type ¨ or ' (i.e. inverted comma), I have to press shift+¨ and then a space bar, ' then a space bar respectively.

The code looks a bit funny, not like a normal ¨ or '.

This pisses me off especially when writing code.

I haven't been able to fix it through the obvious methods and there is no info at the asus site. The motherboard is a ASUS P4PE, I can't find any info on the keyboard controller.

Can anyone help with this?
