You can read more on how to at this link FedoraLiveCD2USB I have several Fedora USB devices that are installable.

The howto gives instructions for doing it if you already have Fedora installed but if you scroll to the end of the howto it gives directions to install using Windows if that will help.

I have created a Fedora LiveUSB using Windows XP to see if it was "working" for test purposes as it will make installing Fedora easier for Windows users or those just curious.

I went to this link LiveUSB_Creator and followed the Windows instructions. While in Windows I plugged in my 2GB usb device and formatted it as FAT first then proceeded with the install instructions. When finished the usb device was plugged into a laptop that can boot from usb and the Fedora 9 Preview that was installed to it loaded and worked fine.
