Rather than downloading and burning the Linux iso to a disc, and using that disc to install the Linux OS, is there a way to directly install the OS from the iso?

Yes, it is possible to start the installation process from files on a harddisk. The installer can then either be launched from a running OS, or from the BIOS using a bootloader like GRUB.
Debian has a lot of info on various ways of installation. The principle applies across the board, pretty much, though the details may vary.
