What brand of computer is it? HP? Do you see anything like ...

I saw the restore partition and the computer had a shortcut on the desktop to make restore cd's.
What brand of computer is it? HP? Do you see anything like that in the start menu?
Do you have other logins on the machine? Maybe you could make a new login and the default desktop would be re-created with the shortcut.

You don't need a CD... Download the Windows XP installation disks from Microsoft (I believe it is one file that makes 6 disks) and this will basically do the same thing as starting up from the CD... Once you're given the option choose Rescue and type fixmbr followed by fixboot (fixboot isn't really needed but it doesn't hurt either).
