Too many failures... it seems almost impossible for this to happen.
Maybe try running the test on the new CDs on someone else's computer. If they pass, I'm guessing there's something wrong with your CDROM drive, or something else within your box. If they fail, it leaves me thinking the files themselves are bad.
Just guessing, though...

I think FC4's media check program is braindead. I checked my media on 3 different computers, burnt the iso's on 3 different burners, and they still fail the media check but install with no problems.

Something to try
So I found another forum that said to try typing in the following at the initial boot up
linux ide=nodma
And guess what...my media test now passes...I am trying the install now.
