What I want to do is to split an NTFS partition into one NTFS with existing files staying in it, and one ext3 partition using empty part of the former NTFS partition.
Is that possible?If so how can do that in Linux,or Windows?

What you need to do is defrag your ntfs partition and then use something like PartedMagic or System Rescue CD to resize the NTFS partition. In the resulting free space, you can then create an ext3 partition using the same tools.
I'll second the suggestion for the Parted Magic LiveCD.
Partitioning chores couldn't get much easier. It's a Partition Magic clone that comes with good instructions for using it, or you can check their website for instructions. The live CD comes with additional utilities that can come in handy for use with Linux and/or Windows machines.

I think you can also resize your partition when you are installing your Linux OS.
You should know how much space your data is occupying and leave some additional space and then resize.
