It seems like its a bad image on the cd. I hear that ImgBurn may be the best program for burning ISO files on Windows, because it can be set to burn slowly with error checking. It is free from the website.
I agree with Hal343 IMAGE BURN should burn the Iso Ok. You should also do a MD5SUM check on your downloaded ISO for data integrity.
