Is there a manifestation of the linux kernel which is architecture dependent but once installed on a system with specific archetecture would allow programs made for a common standard to run... i.e the programs may not be archetecture dependent... I dont think that is clear!

I think what you're looking for is the noarch version of packages??
Can't tell an OS by it's GUI
