The file system is divided into partitions known as block groups.Each block group has
Boot block,Super block,Inode list,Data(files and directories).Inode list have Inode list tables.Here whether the file in block group 1 and file in block group 2 will have the same physical block number.Considering the inode of the files is within each block group.
