Did you read the error? It seems pretty clear:
    Message : ERR_INSUFFICIENT_MEMORY

I read the error. It seems pretty clear but its not clear. Actually we increased the memory of our server from 2gb to 4gb. and processors are also increased from 2 to 4.
    still this error is coming.
Can u suggest any possible solutions?

4GByte ram is almost nothing if oracle is involved.
So the error is very likely accurate.

I donīt know that "Oracle Billing and Revenue Management",
but this document indicates, that you can get some numbers about memory consumption on which you can base your decisions on.

^Quite true. My older Dell 2850 Oracle Financials servers are pretty well strapped running a reasonable SGA with 16Gb. We're spec'ing minimum 64Gb on newer Oracle boxes. I'm not familar with BRM, but I'd expect it to be even more memory hungry than Financials.

OP, were you _ever_ able to start this up on this hardware? If so, what was changed, particularly WRT the Oracle configuration?

This error is thrown from DAT_Rating module. You should correct the RUM configuration in pricing.

Some more troubleshooting regarding an Oracle BRM pipeline you can find on Tridens' webpage.
