I'm doing a CS project. I would like to boot my RH9 kernel at runlevel 5, but my experimental kernel at level 3. How could I do that?...

Different Kernels, Different Runlevels

If RH9 is anything like RH ES, you should be able to edit your grub command from the grub menu. Then I believe you can supply the runlevel you'd like for a different kernel entry, then save and boot.
