Smart boot manager would do the trick, I think: http://btmgr.sourceforge.net/download.html
There are two major products that come out of Berkeley: LSD and UNIX. We don't believe this to be a coincidence.

The Knoppix Live-CD used to allow the creation of boot floppies for doing what you want, but you have to have access to a machine with a floppy drive and cdrom drive that is bootable. Once booted, this was found under Knoppix/Utilites/Create Boot Floppies (if I remember correctly).
Once you get your floppies made you can use them on the machine that is not cdrom bootable. However, I'm not sure if this is still an option on the more recent versions of Knoppix.
