i am in the process of acquiring a new laptop and was told that most Linux distros require a higher resolution than Windows (1600 x 900 rather than 1366 x 768). was just gonna confirm that this is indeed correct or if the smaller resolution is still doable cause the higher one costs $50 that I'd rather save.

Not true, as far as I know. I've had linux on an old Toshiba laptop with a 500 Mhz cpu and 800x640 resolution, if I remember it right. Make a live cd of your linux distro choice, and take it to the store with you to make sure.
Unless the laptop has some exotic GFX card in it, you shouldn't have much issue with screen resolution.
